your system is not taking my CC and i can not seem to get a number that works to call.

I don not understand "... not taking my CC". Please explain in detail. Can't you register program, or do you have problems logging into Customer Portal?

I think the payment processors are not recognizing his Card Details.
Did you try the Phone option available at
